Position the sill plates flush with the outside of the slab while you mark bolt holes with a drill. Use a hammer drill with dual wood/masonry bit to drill through the sill plate but barely nick the concrete to mark it. When the bit throws out a little concrete dust, you have reached the concrete. Mark all the holes in all four sill plates.
